complicity of Admiral Ho in the violation of British territory.

So far, however, there is not sufficient evidence to charge

any person except the man Cheung Cho Ting with the murder.

For his arrest a Warrant has been obtained and there is some

hope that he may be found in Macao in which case his extradi-

tion could be obtained. In the meantime no action is desirable

in this case.
